FEPRA EPR · Online sellers
Selling packaged products online? From August 2026, marketplaces check whether you are compliant on the environment.
Since August 2026 the rules have tightened significantly, and marketplaces (eMAG, cel.ro, Altex and others) have started applying strict environmental checks on sellers. Two legislative changes, one European and one national, oblige them to ask you for clear proof.
More than 1,500 companies have placed their trust in us. Among them:

It concerns you if…
- You sell packaged products through marketplaces (eMAG, cel.ro, Altex, Trendyol etc.) or through your own online shop
- You import or bring products in from the EU and sell them in Romania
- You use transport packaging: boxes, film, bubble envelopes, adhesive tape, pallets
The packaging you ship parcels in counts too - not just the product packaging.
Two legislative changes
What changed and what the platforms ask of you
1 · From 12 August 2026
The European Packaging Regulation (PPWR)
Regulation (EU) 2025/40 applies directly in Romania and targets the way you ship products:
- The compliance file. By 12 August 2026, traders had to hold a declaration of conformity and technical documentation for the packaging they use. Marketplaces ask for this proof before letting you keep selling.
- The empty-space rule. For e-commerce parcels, the empty space in the box may not exceed 50%.
- EPR (extended producer responsibility). Platforms check whether you are registered in the national registers and whether you pay the environmental fees for the packaging you place on the market.
2 · From 27 September 2026
The ban on greenwashing
Right after the packaging regulation, Emergency Ordinance no. 18/2026 (transposing Directive (EU) 2024/825) banned misleading environmental claims:
- If the title or description of your marketplace products uses words such as "Eco", "Green", "Sustainable" or "Environmentally friendly", you must hold officially certified proof.
- Marketplaces can suspend products that use these labels without the supporting documents uploaded to the platform, to avoid the heavy fines from ANPC, the consumer protection authority.
It is essential to review your packaging and product descriptions to stay compliant.

Frequently asked questions
I only sell a few hundred parcels a month. Does it concern me?
Yes. The obligations apply regardless of volume; there is no minimum exemption threshold.
I use the manufacturer's packaging, I only resell. Do I still have obligations?
If you import or bring the products in from outside Romania, you are the one who "places them on the market", so yes. If you resell products bought in Romania, the obligation for the product packaging belongs to your supplier; for the shipping packaging you add, the obligation is yours.
What happens if I do nothing?
You remain non-compliant: you owe the AFM contribution retroactively, and from August 2026 the platforms can block your sales.
How long does it take to get compliant with FEPRA?
The contract is signed online in a few minutes; the takeover of the obligation is immediate. Registration and the first report are done with guidance from your consultant.
Don't wait for an inspection or a blocked account.
Ask for the free estimate or sign the contract directly online, in a few minutes. P.S. Forward this to colleagues who also sell online; most of them do not know about these obligations yet.
